Job Title: Health Field Officer


Location: Yola, Adamawa



Main Responsibilities

·    Assists Health Delegate in running field activities related to the  health program
·        Contributes to assessment, planning, implementation and evaluation  of health programs
·   Contributes to continuous assessment and monitoring of health  situation in area of responsibility
·   In coordination with Health Delegate, networks and maintains  contacts with State, local authorities and other humanitarian  organizations, National Security, Nigerian Red Cross Society  (NRCS) and community leaders
·        Participates in field trips; at times may be requested to organize and  lead field trip.
·         Collects all relevant information in the field for the implementation of  the programme and relays it to the health delegate or health  coordinator.



Required Qualifications

·   Registered Nurse/Midwife registered with the Nursing council of Nigeria
·        Working experience in Public Health in the tropics & in Reproductive Health sector is mandatory
·        At least 2 years of experience in working in Nigeria and knowledge of the Nigerian Health System
·        Good command of both written and spoken English
·        Computer proficiency in Microsoft Office
·        Good knowledge of Adamawa & Borno (South) surrounding areas
·        Prepared to spend 80% of time doing field visits
·        Able to translate local language Hausa and Fulani to English and vice versa
·        Knowledge in Data entry and analysis

    Description:

    The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development (USAID).


    Job Summary / Responsibilities:

    With the State coordinator and the TO from the coordinating team, the Technical Assistant- clinical Services will provide technical and programmatic support to implement high quality L.G.A. level  (both at health facility and Community level) HIV/AIDS, PMTCT, RH/HIV, TB, HCT and other services at the state level.

    Duties and responsibilities:

    Community level:
                       Support the coordination, implementation of LGA scale up and daily monitoring of the operational teams to achieve on the 90:90:90 assigned targets in the priority LGAs.
                       Facilitate the efficient cART drive, ensuring quantitative, qualitative and retentive deliverables are achieved
                       Saturate assigned wards in LGAs with HIV service interventions through household coverage and population access
                       Strengthening effective referrals and linkages between facility and priority LGAs in the target drive
                       Conduct same day evaluation and enrollment of all patients who test HIV positive
                       Ensure same day ART initiation for eligible pregnant women and general populations
                       Work with field case managers and community structures to strengthening referrals and linkages for health facility and community level services.
                       Ensure timely daily ART/PMTCT updates are provided to the state cART coordinating team including success stories, reports, logistics supply, commodities and community daily service summaries.
                       Attend to other duties assigned by supervising leads.


    Health facility level
                       Support the optimization of comprehensive HIV & PMTCT services in the facility by instituting 80% PITC and maximized initiation, retention and VL suppression rates
                       Support the QI capacity of providers in utilizing data analysis for program improvement

    Qualifications:

                       MBBS with a minimum of 1 year post national youth service experience in clinical care,
                       Registered Nurse /Midwife with a minimum of 3 years post qualification experience.
                       A sound understanding of HIV/AIDS, TB and TBHIV technical areas.

    Nursing Supervisor
     Details
                       Successful candidate will be responsible for the planning, organising and evaluation of the activities under his/her portfolio.
                       Working with the Nursing Activity Manager and medical doctors, the successful candidate will support in recruiting and training staff under the programme, setting up appropriate medical protocols and ensuring the IFTC practices are to best practice.
                       S/He will also assist in setting up IFTC procedures and ensuring all staff adhere to standard practice and hygiene procedures according to set guidelines.
                       Applicants should have a post basic qualification in Nursing, at least 5 years post qualifying experience and in possession of a valid practicing certificate.
                       Experience working in complex/humanitarian emergencies and knowledge of local language (Hausa or Kanuri) is an added advantage.


    Nurses - 6 positions

    Details
                       Reporting to the Nursing Supervisor, successful applicants will provide nursing care, treatment and follow up of patients according to ALIMA protocols, universally accepted hygienic standards and international health standards.
                       ALIMA Nurses work on the frontline in ensuring ALIMA’s mission of providing good health care delivery to marginalized and vulnerable population in conflict and humanitarian contexts is achieved.
                       Successful candidates should have a Diploma in Nursing Sciences, and at least two years post qualifying experience and have post training experience in the provision of nutritional services to under-fives.
                       Candidates should possess a valid practicing certificate, and willing to develop career within a humanitarian context.


    Logistics Supervisor (ITFC)

    Details
                       The successful candidate will be responsible for the day to day management of logistics activities of the IFTC. They will be responsible for facilities and equipment management and maintenance, ensuring that the Centre has the required logistics support that enables it to function optimally.
                       Successful candidates should have a minimum of a Diploma in Logistics/Warehouse Management or its equivalent, with three years post-graduation experience in a clinical set up.
                       Experience working for NGOs and in complex emergencies is an added advantage.


    Data Entry Clerk 

    Details
                       The success candidate will be responsible for ensuring effective data management through recording patient attendance, compiling daily, weekly and monthly statistics on hospital activities and any other duties as delegated.
                       Applicants should have a Diploma in Computer Studies or its equivalent.
                       Applicants should have at least three years (3) years post qualifying experience. Experience working in a hospital set up is desirable.
                       Experience working in complex/humanitarian emergencies and knowledge of local language (Hausa or Kanuri) is an added advantage.



    Nurse Aid

    Details
                       Reporting to the Nursing Supervisor, successful applicants will assist in the provision of nursing care, treatment and follow up of patients according to ALIMA protocols, universally accepted hygienic standards and international health standards.
                       The Nurse aid support the nurses and doctors in achieving ALIMA’s mission of providing good health care delivery to marginalized and vulnerable population in conflict and humanitarian contexts.
                       Successful candidates should have a Diploma in Community Health Extension Workers (or its equivalent), and at least two years post qualifying experience.
                       Post training experience in the provision of nutritional services to under-fives within a humanitarian context will be an added advantage.


    Medical Doctor

     Details
                       Successful candidate will provide both outpatient and inpatient medical care to patients/beneficiaries of the ALIMA Nigeria Munguno programme in Northern Nigeria in accordance to known medical practices and procedures, ALIMA protocols, values and universal public health and hygiene standards.
                       Applicants should be qualified Medical Doctors and in possession of a valid practicing certificate.
                       Candidates should have a minimum of two years working experience in Tropical Medicine and/or Public Health.
                       Experience working within a conflict or humanitarian context is an added advantage.


    Midwife Supervisor 

    Details
                       Successful candidate will work with the Medical team in the setting up the ALIMA Nigeria’s Monguno complicated deliveries programme. Working with the Medical Referent and medical doctors, the successful incumbent will support in staffing the programme, setting up appropriate medical protocols and ensuring reproductive health care within Monguno is to best practice.
                       S/He will also assist in obstetrical procedures and ensuring all staff adhere to standard practice and hygiene procedures according to set guidelines.
                       Applicants should have a post basic qualification in midwifery, at least 5 years post qualifying experience and in possession of a valid practicing certificate.

    Laboratory Technician

    Details
                       Successful candidates will perform clinical laboratory activities according to universally accepted standards and protocols, security and hygiene measures in order to obtain results to determine patients’ treatment.
                       They will be expected to ensure proper reporting and registration of sample results, managing and organising laboratory materials and for reporting all relevant information linked to the activities undertaken within the laboratory.
                       Successful candidates should have a minimum of a Degree in Laboratory Technology, two years post-graduation experience in a clinical set up.
                       Experience working for NGOs and in complex emergencies is an added advantage.


    Sterilisation Technician

    Details
                       Success candidate will perform sterilisation procedures in accordance with WHO and Gvt of Nigeria standards and protocols, set guidelines and health and safety measures and ALIMA Protocols.
                       S/he will ensure the correct use by staff of sterilisation materials and equipment.
                       S/He will be responsible for ensuring the quality of sterilisation materials and equipment is to acceptable standards and in ensuring the good waste management.
                       Applicants should have a Diploma in Hygiene and Waste Management or its equivalent.
                       Applicants should have at least three years (3) years post qualifying experience, working in a hospital set up.
                       Experience working in complex/humanitarian emergencies and knowledge of local language (Hausa or Kanuri) is an added advantage.


    Pharmacy Assistant

    Details
                       The successful candidate will be responsible for the effective organisation and management of the IFTC medical supply chain and distribution flow in order to make quality drugs and medical materials available at project level. S/He will be responsible for ensuring daily consumption sheets are updated timely, monthly and quarterly reports are produced as expected, and for distributing prescribed medicines to patients.
                       Applicants should possess a minimum of Bachelor’s Degree in Pharmacy and in possession of a valid practicing certificate.
                       Candidates should have a minimum of two years post qualifying working experience.
                       Experience working within a conflict or humanitarian context is an added advantage.


    Nutrition Assistant

    Details
                       This successful candidate be responsible for providing care to hospitalised children in the UMTH ITFC paediatric ward at the Maiduguri Teaching Hospital.
                       In addition, they will be responsible for the nutritional surveillance, including ensuring the necessary nutritional protocols and standards are followed in caring for hospitalised children.
                       Applicants should have a Degree in Nutritional/Food Sciences, at least 2 years post qualifying experience and in possession of a valid practicing certificate.
